
On a mission with the D.P.M.A.

On Wednesday 2 April, the students of Charles III College had the chance to talk with Captain Fabien MARANGONI representing the Maritime and Airport Police Division (DPMA) of the Public Security Directorate, to present the essential role of this State service in maritime management and port security in the Principality. An intervention rich in lessons, at the crossroads between security, environment and public service.
Police Captain Fabien MARANGONI enlightens the students of BIMer on the safety at sea and the missions of the D.P.M.A. (Division de Police Maritime et Aéroportuaire)
Created in 1960, the D.P.M.A. which had 9 personnel at its beginning, is today composed of 44 police officers mobilized to guarantee the safety and regulation of Monegasque maritime activities. This development reflects the growing importance of the tasks entrusted to this Division,
Captain MARANGONI recalled that the D.P.M.A. played a crucial role in rescue and assistance operations at sea, an area of competence under the aegis of CROSS-MED (Regional Operational Centre for Surveillance and Rescue in the Mediterranean) thanks to its specialized divers and the plurality of boats it has .
Also in charge of managing weather alerts, she ensures the application of RIPAM standards to prevent collisions at sea.
The Division also provides the navigation police and fisheries police, ensuring compliance with speed rules, authorized anchorage areas, as well as fishing standards (species, sizes, periods). Particular attention was given to the new procedures governing recreational inshore fishing, which are now mandatory.
The students were also made aware of the missions relating to port security and maritime transport, including the implementation of the ISPS Code, which regulates security measures in ports hosting passenger ships.
The exchange ended with the mention of competences related to the fight against marine pollution and the activation, in this context, of the RAMOGEPOL and POLMAR plans in case of accidental or deliberate pollution.
Through this exciting intervention, Captain MARANGONI was able to demonstrate the central role played by the D.P.M.A. in the daily life of the Monegasque maritime industry. Between safety, environment and traffic management, its staff work every day to make the sea a safe, protected and respected space. We thank him warmly for his intervention!
